Opposing Arvind Kejriwal's bail plea in Delhi High Court, the Central Bureau of Investigation (CBI) argued that the Chief Minister is the 'Sutradhar' (facilitator) of the liquor policy scam.

Representing CBI, special counsel D P Singh argued before Justice Neena Bandal Krishna that accused Vikay Nair was part of the secretariat headed by Kejriwal and met other accused like Magunta Reddy and K Kavitha with Kejriwal's consent.

"C Arvind is the IAS working under Manish Sisodia. Arvind says that Nair brought a copy of the purported policy from South Group which he was asked to put in the computer and Kejriwal is present there. This is direct involvement," he added.

"When the entire issue blew up in media or otherwise, CM was quick to take ex post facto approval of the Council of Ministers after the issue was blown up, not before that," the CBI counsel argued.

The court reserved its order after Kejriwal's counsel, senior advocate Abhishek Manu Singhvi argued that the Delhi CM is not the 'sutradhar', instead nine expert committees and four departments deliberated for a year on the policy.

Kejriwal was arrested by the Enforcement Directorate (ED) on 21 March this year. However, he has got bail in the ED case. He remains in jail in the CBI case, for which was arrested on 26 June.
