The government is considering constructing a 7-8 km twin-tube tunnel through Kela Pass, a project proposed by the Union Territory administration of Ladakh.

At an altitude of 18,600 feet above sea level, Kela Pass is the highest motorable pass in India and serves as a critical link between Leh and Pangong Lake.

The tunnel is expected to significantly improve connectivity between Leh and Pangong Lake, easing travel for both civilians and military personnel.

Ministry of Home Affairs held discussions on the project earlier this week. Estimated to cost approximately Rs 6,000 crore, the project is seen as a crucial infrastructure development in the region.


Discussions are ongoing to determine whether the Border Roads Organisation (BRO) or the National Highways and Infrastructure Development Corporation (NHIDCL) under the Ministry of Road Transport will undertake the construction of the tunnel, which is intended to provide all-weather connectivity.

The Ladakh administration first highlighted the need for such infrastructure in 2022, proposing tunnels at four strategic passes—Khardung La, Fotu La, Namika La, and Kela—to boost tourism, enhance economic activity, and ensure smooth movement of defence forces.
