A departmental enquiry has been initiated against Shah Faesal, the IAS officer who is the only Kashmiri to have topped the civil services examination, Indian Express has reported. Faesal had tweeted "“Patriarchy+Population+Illiteracy+Alcohol+Porn+Technology+Anarchy = Rapistan!”
Faesal is a former Managing Director of Jammu and Kashmir State Power Development Corporation. He is currently on leave as he is on a Fulbright Scholarship to the US. He broke the news on Twitter with the following tweet

The Irony here is that service rules with a colonial spirit are invoked in a democratic India to stifle the freedom of conscience.

The letter in Shah Faesal's Tweet says,“The Department of Personnel and Training, Government of India, a copy of communication along with its enclosures, in which several references have been made by you in which contents are prima facie in contravention of the extant provisions of all India services (service rules)."
Faesal who describes his controversial tweet as a 'sarcastic' one told Indian Express that the letter was nothing but bureaucratic overreach. He added that the tweet did not warrant any action as rape was not a 'part of government policy'.
The Centre however feels that through the tweet Faesal “allegedly failed to maintain absolute honesty and integrity.”
