In 1999, the No-Confidence Motion debate was initiated by Sharad Pawar against Atal Bihari Vajpayee government.
In 2003, Sonia Gandhi initiated the No-Confidence Motion against the NDA government.
In 2018, M, Kharge took the lead and the No-Confidence Motion moved.
But this time Adhir Babu's party didn't give him a chance to speak. This has never happened in the previous NCM debate.
This was your generosity (to Chair) that you gave him time.

Giridhari Yadav, JD(U) leader and MP from Banka in Bihar spoke in favour of the no-confidence motion.
During his short speech, he sought to attack the NDA government and BJP over why they had not conducted a caste survey in the country.
Yadav also said that while the government had resorted to lateral entry in bureaucracy, how many people from the OBC community had been inducted through this method?

They are ready to speak, but not ready to listen. They don't want to listen to the people of the country or this House, said Jyotiraditya Scindia.
10 August, 03:00 pm: Adhir Ranjan Chowdhury's wild claim
In a bizarre turn of events, Congress MP from West Bengal, Adhir Ranjan Chowdhury claimed in the Lok Sabha today that while he thought Nirav Modi was a fugitive staying in the Carribean, in reality Nirav Modi was in India—he had become Narendra Modi and had assumed silence on the Manipur issue.
Chowdhury's claims led to the entire treasury bench rising in protest and demanding that Chowdhury apologise to the PM.
No defence or explanation or apology was forthcoming from Chowdhury or the Congress. The implication of that being that Chowdhury and his party believe whatever Chowdhury claimed.
10 August, 01:00 pm: Sitharaman gives DMK a lesson in history
Union Finance Minister Nirmala Sitharaman gave a history lesson to DMK by reminding the party of the incident that happened in 1989 in the state Assembly.
Speaking during the debate on Opposition's No-Confidence Motion in the Lok Sabha, Sitharaman invoked how late Tamil Nadu chief minister and former AIADMK chief J Jayalalithaa was humiliated in the state assembly on 25 March 1989.
"That day Jayalalithaa took an oath that she won't return to the house until she becomes chief minister. She became chief minister two years later and returned to the Tamil Nadu assembly. The DMK watched as Jayalalithaa's saree was pulled. Today, the DMK has the temerity to talk about Draupadi and preach on women's security. DMK MLAs were silent spectators to the humiliation that Jayalalithaa was subjected to in the assembly," Sitharaman said in the House.
The Finance Minister's reply comes after DMK leader Kanimozhi on Wednesday (9 August), while speaking during the no-confidence motion debate, made a comparison between Draupadi and Manipuri women.
“A lot of people here [Lok Sabha] spoke about Draupadi. Anybody who has read Mahabharata properly will know that it was not only perpetrators who were punished but also silent onlookers. Those who were silent during Kathua, Unao rapes, about Bilkis Bano, the wrestlers’ protest and about Manipur will similarly be punished,” the DMK MP added.
10 August, 12:30 pm: FM Nirmala Sitharaman Speaks
Union Finance Minister Nirmala Sitharaman on Thursday (10 August) said that India is now the fastest growing economy in the world due to the efforts of Modi government.
Taking jibe at the previous UPA government during the debate on the No-Confidence Motion moved by the Opposition, the Finance Minister said that India was among the 'fragile five' economies of the world during the previous regime in 2013.
"In 2013, Morgan Stanley had included India in the list of five fragile economies of the world. India was declared a fragile economy. Today, the same Morgan Stanley upgraded India and gave it a higher rating. In just 9 years, the economy rose and saw economic development due to the policies of our govt - despite COVID. Today, we are the fastest growing economy of the world," she said, reports Times of India.
She said that the Modi government is bringing down the poverty but earlier during the erstwhile UPA regime, there were just 'Garibi hatao' solgans.
Sitharaman also slammed the UPA regime for not executing the projects that were announced.
"Earlier they used to say airports will be built, highways will be built, ports will be built, today it has been built. Changes took place by actual delivery, we believe in empowering all and appeasement of none," the Finance Minister said.
She said that the global economy is struggling due to inflation but "India is doing well".

Home Minister Amit Shah was talking about the benefits of DBT wherein the entire amount reaches the beneficiary, digitally.
He compared this with what the former prime minister, Rajiv Gandhi had himself said—that of each rupee he sanctions, only 15 paisa reach the beneficiary.
On this, the Congress benches remarked that the direct benefit transfer scheme was their project.
To this, Shah replied: "Sir, they're saying who started DBT. Next, they will say who came up with GST. Then, 'Garibi Hatao'. You talked about everything, did nothing. We did all of it while you were busy talking about it".
09 August, 05:20 pm: Home Minister Amit Shah speaks
Home Minister Amit Shah replied to Motion of No-confidence presented by Congress leader Gaurav Gogoi, in the Lok Sabha.
Shah began his speech by pointing out that this was a unique no-confidence motion since it was brought when the government had neither lost the confidence of the people nor of the House.
Proceeding to point out the Modi government's achievements, Shah said that PM Modi was working towards making corruption, nepotism, and appeasement quit India.
9 August is the anniversary of the beginning of the Quit India movement of 1942.
Speaking on the topic of farmers' welfare, the Home Minister emphasized the importance of the direct benefit transfers of the Modi government and the Kisan Sammaan Nidhi scheme.
According to him, while the 'UPA and the Congress only waived-off farmer loans once, PM Modi made the farmers loan-free for life'.
The Home Minister also added that the Kisan Sammaan Nidhi scheme was not a rewari (freebie). The amount of Rs 6,000 was arrived at after extensive surveys and the scheme was targeted at farmers with small landholdings.
09 August, 2.00 pm: You Aren't India because India Isn't Corrupt: Smriti Irani in Lok Sabha
Union Minister Smriti Irani launched a scathing attack on Rahul Gandhi after the Congress leader attacked the BJP led Central government over Manipur violence.
"You aren't India because India isn't corrupt, India believes in merit, not dynasty. India believes in merit not in dynasty and today of all the days people like you need to remember what was told to the British - Quit India. Corruption Quit India, Dynasty Quit India. Merit now finds place in India," Irani said.
Irani also mocked Rahul Gandhi after he left Lok Sabha following his speech.
"Parliamentary Affairs Minister Pralhad Joshi, Union Home Minister Amit Shah & Defence Minister Rajnath Singh repeatedly said that the government is ready to debate on the Manipur issue. The opposition ran away from it, we did not," Irani said.
09 August, 1.30 pm: You Have Killed Bharat Mata in Manipur: Rahul Gandhi
Congress leader Rahul Gandhi on Wednesday (8 August) attacked the BJP over the violence in Manipur during the debate on the Opposition's No-Confidence Motion against the Prime Minister Narendra Modi-led Central government.
"They killed India in Manipur. Not just Manipur but they killed India. Their politics has not killed Manipur, but it has killed Bharat Mata in Manipur. They have murdered India in Manipur," the Congress leader said.
08 August, 05:15 pm: Pinaki Misra on Manipur HC
Member of Parliament from Odisha, Pinaki Mishra spoke on behalf of the BJD in the no-confidence motion debate. He opposed the motion.
Mishra tried to put the Opposition's demand that PM Modi speak in the House on the violence in Manipur, in its historical and contemporary context.
"Today's conflagration in Manipur is not the result of last ten years. Let's face it. It's the result of at least 50-60 years of strife in Manipur.
"The fact of the matter is that this issue has not boiled over now. It has boiled over three or four times in a major way through the 80s and the 90s.
"This was somehow kept (under control) until very unfortunately, the Manipur High Court, in a PIL, suddenly woke up, one fine morning. In a 20-minute hearing, without pleadings being completed, the High Court passed what according to me is one of the most ill-advised orders that is country has ever seen–of giving a direction to the state government to immediately consider, within four weeks, giving of ST status to a particular community".
Mishra was of course referring to the Manipur HC's order of late April. Herein, a single-judge bench of the High Court comprising acting Chief Justice M.V. Muralidaran had passed an order giving the state government four weeks’ time to consider ST status for Meities.
08 August, 2.00 pm: Evidence of multiple e-mails between Neville Roy Singham and Prakash Karat
BJP's Nishikant Dubey, while speaking on the No-Confidence Motion debate, again raised the Newsclick China funding scandal.
"There was huge drama over my statement about NewsClick, why Congress has a problem with that? If I am taking the name of NewsClick, what problem do they have?," Dube asked.
He also alleged that there were multiple e-mails exchanged between CPM's former general secretary Prakash Karat and Neville Roy Singham.
The BJP leader added that he was ready to bring the evidence of the said e-mails on-record if asked to do so.
08 August, 01.15 pm: 'You can never be Savarkar'
The first speaker from the BJP's side was MP from Jharkhand, Nishikant Dubey.
Dubey took up the issue of Rahul Gandhi's disqualification, and Gandhi's refusal to apologise for his 'all thieves have Modi surname' remark.
Notably, Congress handles on social media had claimed that Gandhi would 'not apologise' since he was 'not Savarkar'.
Dubey took strong exception to this and reminded Gandhi that he 'could never be Savarkar'. 'That man spent 28 years in jail and you compare yourself with him?'
8 August, 01.00 pm: 'Union of States'
Member of Parliament from Kaliabor, Assam, and Congress leader, Gaurav Gogoi initiated the debate on the motion of no-confidence in the Lok Sabha.
Towards the end of his speech, Gogoi considered it appropriate to conclude with the line: 'India, that is Union of States, we will protect'.
The Lok Sabha will today (8 August) take up the discussion on the No-Confidence Motion moved by the Opposition against the Prime Minister Narendra Modi-led Central government.
The debate will take place over two days, on 8 and 9 August, with Prime Minister Narendra Modi's reply to the debate on 10 August.
This session is anticipated to last for 12 hours with around 6 hours and 41 minute allotted for the Bharatiya Janata Party (BJP), while the Congress party is granted around one hour and 15 minutes, reports Livemint.
Last week, Lok Sabha Speaker Om Birla accepted the no-confidence motion put forward by the opposition parties of the 'I.N.D.I.A' bloc.
Ahead of the debate on the no-confidence motion in Lok Sabha, the Bharatiya Janata Party had called a parliamentary party meeting for Tuesday.
