A man named Kalim was arrested in Shamli, a few days after returning from Pakistan, on the charges of working for the neighbouring country's intelligence agency Inter-Services Intelligence (ISI).
35-year-old Kalim with his parents, a 70-year-old father and a 65-year-old mother, had returned to India from Pakistan following nearly a year of alleged imprisonment.
Kalim was apprehended as part of a joint operation conducted by the Intelligence Bureau and UP STF on Thursday (17 August). UP Police claimed that he "had actually been repatriated as part of an operation orchestrated by the ISI".
ASP Brijesh Singh, affiliated with the UP STF field unit in Meerut, elucidated, "Kalim Ahmed, son of Nafees Ahmad and Amana, was engaged in the illicit transportation of weapons across the border. However, last year, he, along with his parents, was apprehended by the Pakistan customs department. The ISI intervened to secure their release from jail and facilitate their deportation to India."
The ASP further elaborated, "During the course of interrogation, it emerged that Yusuf Samsi, a resident of Saharanpur, supplied Kalim and his brother Tehseem with SIM cards containing counterfeit IDs. These were utilized to transmit information to ISI handlers in Pakistan. Some documents in Urdu have been recovered, and ongoing investigations are underway."
Two mobile phones were seized from Kalim. One of these phones belonged to his brother, Tehseem, who reportedly shared information pertaining to "national security".
An experienced officer with access to the investigation alleged that Kalim was an "operative for the ISI, actively involved in coordinating illegal activities within India." He is presently undergoing interrogation by security agencies to extract further details.
Siblings Kalim and Tahseen, along with Saharanpur-based Yusuf Samsi, have been charged under sections 420 (related to cheating and dishonesty), 121-A (conspiracy to commit offenses), 153-A (inciting enmity between different religious groups), as well as sections 13 and 18 of the Unlawful Activities (Prevention) Act. These charges stem from a case filed by STF officials at Shamli police station.
According to reports, the exchanges took place between Kalim and ISI officer Dilshad Mirza, who goes by the alias Sheikh Khalid Hafiz and is based in Lahore. The chats also suggested that ISI officer Dilshad Mirza was visiting Pakistan Occupied Kashmir.
These conversations indicated that Kalim had shared details about army bases with an unidentified individual. He also mentioned in one of the chats that he was en route to Kashmir.
Jagran reported that Kalim used to portray himself as a vegetable vendor during the day, but at night, he was engaged in operations for the ISI. This facade was intended to dispel suspicion among the people.
Reportedly, he had also recruited boys from six states. He enticed people by offering weapons and money to work for the ISI. WhatsApp was being used to groom boys for the ISI.
Sources have revealed that documents written in Urdu, seized from Kalim's possession, contained codewords of the ISI and information about Indian military locations. Through these documents, he used to spread propaganda nationwide.
Kalim began promoting ISI's agenda in Western Uttar Pradesh districts such as Shamli, Muzaffarnagar, and Saharanpur. He was connecting people for the ISI with his associates across the country.
He traveled outside Uttar Pradesh multiple times, including Delhi, Rajasthan, Haryana, and Uttarakhand. There, he would assemble groups of youths and prepare them for the ISI's activities.
He was encouraging youths to spread Jihad in India. During the propaganda for the ISI, he would also send messages to the youths that resembled prayers for martyrdom.
