PM Modi Expresses Concerns Over Misuse Of AI By Terrorists, Asks For Global Framework To Regulate Tech

On Tuesday (12 December), Prime Minister Narendra Modi highlighted the danger of artificial intelligence (AI) tools being misused by terrorists, emphasising the global need for a framework to ensure AI is used ethically.

He expressed at the Global Partnership on Artificial Intelligence Summit that AI has the potential to be the most significant instrument for progress in the 21st century, yet it could also play an equal role in its destruction.

"In addition to the risks of deepfakes, cyber security breaches, and data theft, the potential misuse of AI tools by terrorists is a significant concern. The prospect of terrorist organisations gaining access to AI-enhanced weaponry could pose a substantial threat to global security. It's crucial that we thoroughly discuss this matter and formulate a solid strategy to prevent the abuse of AI," he stated.

According to The New Indian Express, the PM stated that during its G20 presidency, India had suggested the establishment of a responsible, human-centric governance structure for AI.

"We must establish a worldwide structure for the ethical application of AI, akin to the agreements and protocols we have for different international matters. This should encompass a protocol for the examination and implementation of high-risk and pioneering AI instruments," he stated.

The PM stated that India is dedicated to the responsible and ethical application of artificial intelligence.

Modi declared that AI possesses the capability to transform India's technological landscape and announced that the government will shortly initiate an AI mission.

He stated that AI possesses the capability to revolutionise areas such as healthcare, and it can significantly contribute to sustainable development.

However, "we must proceed with great caution," the trajectory of AI will hinge on human and democratic values, he stated.

Confidence in AI will increase if ethical, economic, and social issues are taken into consideration. He stated that concerns about privacy will be mitigated if data is properly secured.

He emphasised the necessity of finalising the global framework within a specific deadline noting that this was crucial for the safety and advancement of the world and mankind.

The PM emphasised that AI must be made universally accessible to achieve more comprehensive outcomes. He asserted that AI is not simply a novel technology, but a global phenomenon.

He advocated for reliable and secure AI, stating that discussions should concentrate on establishing the credibility of information produced by AI.

He asserted that while AI is a revolutionary tool, it's our responsibility to ensure its transparency, further adding that the application of data and algorithms must be devoid of any prejudice.

He stressed the necessity of collaborating to establish a worldwide structure for the ethical implementation of AI.

The PM expressed that while there are numerous beneficial elements of AI, the adverse implications associated with it are of equivalent significance.

"AI has a transformative nature. However, it's crucial to ensure its utmost transparency. An excellent start would be to ensure the transparency of data and algorithms, keeping them free from bias," he stated.

The Prime Minister stated that with the advent of AI, we are stepping into a novel epoch.

"AI has the potential to be the cornerstone in shaping the future. India is dedicated to utilising AI responsibly and ethically," he stated.

He stated that his administration is striving to harness the complete capabilities of AI for societal advancement and equitable expansion.

"Currently, India holds a significant position in the AI industry with its talent and innovative ideas. The country's young tech professionals and researchers are pushing the boundaries of AI," he stated.
